One-Stop Service in Bangladesh

The Government of the People’s Republic of Bangladesh has set out One-Stop Service Act, 2018 to ensure timely provision of any services, facilities, incentives, licenses, permits, permits, or permits required by investors for their proposed projects or initiatives to expedite the implementation of domestic and foreign investment plans in the interest of rapid improvement of living standards of its people.

One-stop service:

One-stop service refers to a method of approving new industries. As a result of this law, 27 categories of services including trade license, land registration, naming, environmental clearance, construction approval, electricity, gas and water connection, telephone-internet connection, explosive license, boiler certificate will be available in one place. As a result, no investor has to visit different offices for initial approval and other formalities. The purpose of providing this law is to give priority to this law over other relevant laws, to provide the expected civic services by taking action in case of failure to provide services within the stipulated time.

Focal Point:

The agency or authority issuing the service, facility, incentive, license, permit, permit or clearance shall, in the manner prescribed by the Central One-Stop Service Authority, designate the focal point for the appropriate employee of the organization, who shall be deemed a member of the Central One-Stop Service Authority. And he shall be empowered to perform the functions conferred on him by his agency or authority. Provided that if such empowered focal point is not able to perform any task for any special reason, it shall immediately notify the concerned authority or agency and in that case, the said authority or agency shall seek the required services, facilities, incentives, licenses, permits, permits, Whatever it may be called, will provide.

Take advantage of one-stop service:

 If an entrepreneur or project implementer wants to avail the benefits of One-Stop Service, he/she has to apply to the Central One-Stop Service Authority in the prescribed manner. The Central One-Stop Service Authority shall present the application form at its meeting within the stipulated time after receipt of the application and provide the necessary services, facilities and incentives sought by the applicant (if applicable), license, permission, permit, clearance, whatever its name may be, prescribed procedure. It will settle accordingly. Prior to the submission of the application, the applicant may seek the services, facilities, incentives, licenses, permits, permits, clearances, whatever the name may be, for the implementation of the proposed initiative or project, by an officer authorized by the Central One-Stop Service Authority May have detailed discussions and exchange information with them formally or informally. The applicant shall not have to make any separate application to any service, facility, incentive, license, permit, permit, or clearance agency or authority other than the Central One-Stop Service Authority or the Regional Center. Provided, however, that the Central One-Stop Service Authority shall send to the applicant the required services, facilities, incentives, licenses, permits, permits, or clearances in the application form or in accordance with the procedure prescribed by the Authority, which may be used by the concerned Authority for its official records.

Obligation to provide one-stop service:

 The Regional Center shall submit quarterly reports on its activities to the Central One-Stop Service Authority and the Central One-Stop Service Authority shall submit reports on its own and the activities of the Regional Centers to the Government on a quarterly basis. The government should review the report and direct the Central One-Stop Service Authority, regional centers, and services, facilities, incentives, licenses, permits, permits, or licensing agencies or authorities or its focal points to ensure that there are elements of negligence, reluctance, or irregularities in the operation. You can. The concerned agency or authority shall take prompt action in compliance with the instructions given by the Government and keep the Government informed of the action taken.

Accountability:

Focal point If he does not perform the duties assigned to him within the prescribed time under this Act, it will be considered as his incompetence and misconduct. In case of inefficiency or misconduct against any focal point, the Central One-Stop Service Authority or, as the case may be, the Regional Center shall notify the controlling authority or agency of that focal point. The controlling authority or body of the focal point may then take action against him for the negligence of duty in accordance with the prevailing rules and regulations.

 

List of Central One-Stop Service Authority: Bangladesh Investment Development Authority, Bangladesh Economic Zone Authority, Bangladesh Export Processing Zone Authority, Bangladesh Hi-Tech Park Authority will be considered as Central One-Stop Service Authority.
